EID's "rubber-stamp" board has failed ratepayers. Rates, debt, and spending have mushroomed out of control. Since 2018, incumbents have approved every staff spending proposal and budget without exception, doubling water rates and putting them on track to double yet again by 2031.

The 2025 El Dorado County Civil Grand Jury agrees, stating: "The EID Board collectively has lacked sufficient financial expertise and engagement to provide adequate financial oversight". The Grand Jury also cited more than $100 million of accounting irregularities.

Defying Grand Jury criticisms, last December the board approved staff plans for $214 million in new debt, a 37% spike in operating expenses, and on top of previous double digit water rate hikes, planned more massive increases to come: 12% in 2027, 12% in 2028, and a staggering 18% in 2029.

It is time to bring fiscal responsibility and restraint to the EID board.
